The history of Dennis Osadebay University (DOU) dates back to its former status as the Delta State University, Anwai Campus, which was later converted into a full-fledged university by the Delta State Government. In January 2021, Governor Ifeanyi A Okowa announced plans to elevate Delta State University, Anwai Campus, along with two other institutions, Delta State Polytechnic, Ozoro, and College of Education, Agbor, to university status. The bills for this conversion were introduced in the Delta State House of Assembly in January 2021 and subsequently passed into law in February 2021 after undergoing scrutiny by the House Committee on Education.

Governor Ifeanyi A Okowa emphasized the importance of providing opportunities for students in technical education to progress seamlessly from technical colleges to polytechnics and further to universities like Dennis Osadebay University, thereby expanding access to higher education in the state.
