The Flemish Ministry of Education and Training offers Master Mind Scholarships for outstanding international students to pursue master’s programs in Flanders and Brussels.

All Master’s programmes from among those offered by the Host Institutions.

Eligibility Criteria

The Master Mind Scholarship program from the Flemish Ministry of Education and Training has specific eligibility criteria for applicants:

  • Applicants should apply to enroll in a master’s degree program at a Flemish higher education institution.
  • Applicants should demonstrate a high standard of academic performance and/or potential. The criteria include having a Grade Point Average (GPA) of 3.5 out of 4.0.
  • Applicants should have a good knowledge of the English language, with specific language test requirements such as IELTS, TOEFL, or equivalent scores. For students applying to schools of arts, slightly lower language proficiency requirements apply.
  • The host institution must accept the student academically for enrollment in the master’s program.
  • Each applicant can be nominated by only one Flemish higher education institution. If preselected by multiple institutions, the applicant must choose one institution to submit their application.
  • Applicants of all nationalities, except for Russian students (subject to specific conditions), can apply. Previous degrees should be obtained from institutions outside Flanders.
  • Applicants who are already enrolled in a Flemish higher education institution cannot apply, with an exception for international students enrolled in preparatory programs for a master’s program starting in September 2023.
  • The scholarship does not cover preparatory programs, bridging programs, or distance learning. Students must obtain at least half of their master’s program study credits at the Flemish host institution.

International students from any country except Russian citizens (subject to condition).

Scholarship Value

The Master Mind Scholarship offers a comprehensive financial package to successful recipients:

  • A grant of €9,600 per academic year (based on 60 ECTS credits).
  • A tuition fee waiver, meaning scholarship holders are exempt from paying tuition fees.
  • Scholarship recipients are only required to pay an administrative enrolment fee.
  • The grant is paid in installments, and it covers various expenses, including accommodation costs, insurance, and a substantial portion of living expenses.

Where and how to apply

Applying for the Master Mind Scholarship involves a step-by-step process. Here’s an overview of the application steps:

  • Confirm that the Flemish institution of your choice participates in the program.
  • Submit your application to the host institution where you intend to pursue your master’s degree. Click “More information” to get started.
  • The host institution will preselect eligible applications.
  • Once preselected, the host institution initiates the application procedure for the Master Mind Scholarship by creating your application file in the Mobility-Online application tool.
  • You will receive an email notification generated by the Mobility-Online tool confirming that you have been preselected for a Master Mind Scholarship.
  • Register in the Mobility-Online tool and complete your application file before the specified deadline. The required documents to be uploaded include a passport photo, international passport or national ID, Curriculum Vitae, transcripts of records, English language test results or exemption letter, a letter of motivation in English, and two signed letters of recommendation in English. Additionally, provide copies of your acquired diploma(s), with certified translations if not in Dutch, French, German, or English.
  • The host institution validates and submits the completed application file in the Mobility-Online tool before the deadline

The closing date for the Government of Flanders Master Mind Scholarships is 28th April 2023 at 23:59 GMT+1.
